Québec – Maine officer exchange program continues

MONREAL – Deputies from the Franklin County Sheriff’s Office continued with their Officer Exchange Program last week when Det. Thomas White went to Québec Province to learn policing practices from the Quebec Provincial Police. The Quebec Provincial Police has approximately 6,000 sworn officers and is the primary law enforcement agency in the province.

QPP Det. Sgt. Andre Marquis, who came to the sheriff’s office in May for a week, was the primary instructor for Det.White while in Canada.

White met with the staff of the Canadian judicial system in Lac Megantic and Sherbrook, the Major Crimes Unit, which handles murders and organized crime, Regional Investigative Units, SWAT, the Police Air Support Unit, communications section and staff officers from the Regional Headquarters in Sherbrook.

White and Marquis traveled to Montreal to meet with Mathieu Ferland from the International Affairs Office of the Surete du Quebec police. While in Montreal they got to observe police officers handle a demonstration by thousands of students in the streets upset with tuition increases.

“This exchange has been one of the high points in my career as a law enforcement officer,” White said, “I got to see how the same organization handles policing in very large cities and also in the small towns in the eastern townships. I was able to observe some police practices that could be used by the sheriff’s office to make us better enforcement officers.”

    It would be hard to find a more active and dedicated person to protect and serve us.
